St. Maarten – It will be at least another week before people can send and receive mail from international destinations, but local mail – like bills and bank statements – should begin going out again as of today. The announcement this will happen is part of a press release on the signing of an agreement on October 15 by Prime Minister Sarah Wescot-Williams, the Interim Managing Director of Postal Service St. Maarten N.V. Denicio Richardson, the General Managing Director of New Post Netherlands Antilles Franklin Sluis and the President of the St. Maarten Communication Workers Union Ludson Evers.
The four party agreement is a guarantee that postal services will continue as the transition is made from New Post Netherlands Antilles to Postal Service St. Maarten. The specifics include that employees are employees of Postal Service St. Maarten as of October 15 and that Postal Service St. Maarten will collect all revenue from Postal Services and pay all operational expenses. Each staffer will get a transfer letter guaranteeing their employment and have been asked to note they could be offered a different function than the one they have now. Retraining will be offered where necessary.
Postal Service St. Maarten plans to inform the employees of the postal service’s new organization structure in two weeks and negotiations on a new Collective Labor Agreement should begin in two months. The current Collective Labor Agreement between New Post Netherlands Antilles and the St. Maarten Communication Workers Union that was signed on April 4, 2011 will be honoured until its end date. The employees will also maintain their accrued pension rights and shall remain in the General Pension Fund of the Netherlands Antilles (APNA) until these rights have been transferred integrally to the pension funds of St. Maarten (APS). All claims originated from the period prior to the transfer date (October 15) will be for the account of New Post Netherlands Antilles and all cost originated from the transfer date and onwards will be for the account of Postal Services St. Maarten.
Parties have also agreed that New Post Netherlands Antilles will support Postal Services St. Maarten with managing the postal service until December 31, 2011.
