Holiday to be presented with good governance thesis on Wednesday

“Governance success…through broad participation and constant information”

St. Maarten – “Governments of small countries deliver excellent results when they involve as many local players as possible, including opponents.” That line sums up the findings in the doctoral thesis Dr. Scott Douglas will present to Governor drs Eugene Holiday at the Westin on Wednesday.
“The standard for good governance is not lower than in larger countries. The way this is achieved might be different however. Successful organizations are characterised by a governance style which is both strict and open. The rules are consistently applied, but employed to give as many actors a role as possible. In addition, strong organizations give room to strong leaders. Finally, successful organizations constantly spread background information, also informing opponents of the policy. Government officials become successful when they dare to strengthen others,” Douglas states in a release.

The presentation is the second of three being made this week. The first will be done in St. Kitts Tuesday and the final one will be done in Aruba on Thursday.
Douglas thesis was part of requirements for him to graduate from the University of Oxford. In it he compares sixteen government-owned public utilities in the Caribbean, who were responsible for energy, water, or infrastructure. The thesis’ conclusions don’t discuss specific cases but it does give comparisons of successful and failing styles of governance. The research also presents a structured analysis of several governance successes, but does not claim to have found the one and only recipe.
“There are probably more important ingredients. Everyone can explore this for themselves, by starting with the question: What currently goes well in the public sector,” Douglas emphasized.

Once the presentation has ended Douglas will organize open seminars in the different islands throughout January as part of the Great Governance tour that is being made possible by Berenschot International, USONA, Alexander & Simon, and United Trust.
