Editorial: Shared responsibility

The individual responsibility of ministers as we know it in our current system is a seriously flawed concept. When St. Maarten was an island territory, the members of the Executive Council had a shared responsibility. If a majority of commissioners opposed a plan, it simply would not fly.

Now we have a situation whereby the prime minister does not even know what some ministers are up to. As Wescot-Williams said yesterday, once the budget is approved, the ministers have it (for their ministry) at their disposal.

It is no use to hog-tie ministers in such a way that they are unable to function, but giving them too much individual freedom has serious downsides.

It is about time that the government addresses this issue and deals with it in the only appropriate manner – back to shared responsibility.
