Draft-law plastic bags ban almost ready, Leonard says

St. Maarten – Legislation designed to ban single use plastic grocery bags could be tabled in parliament as early as next week, United People’s Party MP Johan Leonard told this newspaper yesterday.

In March, Leonard and independent MP Frans Richardson filed a joint motion during the budget debate in parliament to ban single use plastic grocery bags. Environmentalists have been pushing for such a ban for years. The motion won a majority in parliament, but writing the proper draft-legislation has taken longer than the projected 90 days.

MP Leonard said that the law office of van Eps Kunneman Van Doorne is preparing the draft. “We have asked several people for advice. This is not just an initiative of Frans or I. We want to get everybody on the same page, and when more people are involved these things tend to take more time. But we are now reaching the point where we are almost ready to submit a proposal to parliament.”
