Nancy Joubert and Alvin Prescod from the Secretariat of Parliament sit in on a briefing with President of Parliament drs. Gracita Arrindell, Rene Mazel (Project Consolidation St. Maarten Laws and Legislation) and Onno Muchall (Center for Government Publications) about the digital publication of laws.

St. Maarten – President of Parliament drs. Gracita Arrindell and Nancy Joubert and Alvin Prescod who work in the Secretariat of Parliament, were given a presentation on Monday about an offer for St. Maarten to use the database/server of www.overheid.nl and its search engine to publish legislation. The government and parliament can choose to publish drafts, approved laws or both if the government accepts the offer.
The presentation was given by Rene Mazel (Project Consolidation St. Maarten Laws and Legislation) and Onno Muchall (Center for Government Publications). Both men work for the Dutch Ministry of Home Affairs & Kingdom Relations. The duo gave a brief explanation about the publication of laws and other documents and how the technology works in the Netherlands.. They also explained how St. Maarten can benefit from the acquired knowledge and experience that’s been accumulated over a period of 10 years.
“Having a user friendly and an up to date website with such legislation for access to MPs and the public has been a constant concern from the outset when the present structure was established. We are happy to explore available options with the objective to further professionalize parliament’s website by making use of all Information Communication Technology (ICT) options that are available,” Arrindell said.
Later she’d add, “Other options discussed were the possibility of MPs being able to access legislation via their iPads. This will reduce the costs of copying as well as ensure that MPs have at all times access to laws when preparing for parliamentary sessions.”
Arrindell intends to follow up with the Minister of General Affairs (Prime Minister Sarah Wescot-Williams) on how to coordinate the services.
